I have this project of making illustration for stationery products. Such as folders, pencil case, etc. They just want me to draw the pictures, and hand to them as vector files. The thing is I don't know how much I should ask (in $) for each picture I drew. My client just started her new small company, and if this works, It will be an ongoing project. How much is the going rate for a product illustrator?
I liked the previous person's comments. But I also wanted to say that an upstart may appreciate a break. Since it's only a little bit of money now, I'd give them the break now rather than later.

Depending on your skill, region and the industry - you could get between $50 - $100/hr.
If it's an upstart company, the pricing will likely be less. My advice - get at least half of the cost up front before you start. Upstarts are notorious for not paying.
