How to put text infront of a background in illustrator?

Every time I create a background and drag my text into it, it always appears behind it and not into it. Oh and how do you create a glossy effect so my picture looks shiney and cool? Please help guys?How to put text infront of a background in illustrator?
Go to layer panel(F7) and drag your text layer above background layer.
