I have drawn a number of strips but I would like a program that allowed me to manipulate the drawings so I could make additional comics easily rather then re-drawing the same characters/settings over and over.

But even if you do work by hand, you can scan your work to a bitmap and work it over with Illustrator; Save your basics, and save yourself a lot of time in the long run.
I would suggest Illustrator as your working program because it gives a broader scope in the long term. What happens if you want to use your same artwork, say on a promo T-shirt or poster? And if you need to send it somewhere in some format you haven't used before? Illustrator can handle a wide variety of situations.
Illustrator also offers good color control.
The only thing about using a computer for cartoons, particularly for re-using pictures - make sure the cartoons retain that human touch. It's no good if your work all looks the same.What is the better program for creating a comic strip: Adobe Illustrator or Comic Life?
