Illustrator is a dedicated vector drawing program. Fireworks is really intended as a web design prototyping tool. And photo editing is NOT vector based; although you can do vectors in Photoshop, you will eventually have to rasterize them because Photoshop is a raster based image editor. So I think you are doing a bit of apple and orange mixing.
If you want to create vector drawings from your photos, you are not really directly editing the photos in Illustrator. You are using them, one way or another, as a template for creating a vector drawing based on the photo. But all photos are raster/pixel based, not vector.
