What is the difference between Illustrator, Photoshop? What can they each do that the other can't?
Also how can i get a cheap deal for them or can i get them for free?

Photoshop is one powerful bitmap editor. It saves other file formats but that is what it is. In this case also there is a free alternative. I much prefer photoshop because it is easier to take those to commercial printers, however I don't like piracy, prefering open source so the, in this case inferior open source alternative is:

Illustrator is vector-based and Photoshop is raster. Basically, raster graphics deal with pixels. You cannot zoom beyond 100% without stretching pixels and losing quality. Vector graphics use mathematical equations and functions to produce the image, so that you can zoom infinitely without losing any quality.
Photoshop is typically used for task like image retouching, design for the web and drawing.
Illustrator is used for logo design (so you can easily stretch it to any size).
You can't get legally get them for free as they are very expensive programs, but if you are in school, you will qualify for the education discount, which is usally about 50% off.
in photoshop you can edit the photos the way as you can.but the quality seems to be not upto the mark you should have to use lightroom or bridge to make it preety good
in case of illustrator it deals with vector images inthe sense though you edit the images the quality remains the same
Illustrator is a Vector image editing suite. Photoshop is for bitmap editing, however it does contain basic vector editing capabilities, enough for web work.
